History
The Credit Union began on February 14, 1969, when five founding members (later to become directors) petitioned and were approved by the California Department of Financial Institutions (then, the Department of Corporations) to form C.A.H.P. Credit Union.
The C.A.H.P. Credit Union's initial field of membership was expressly reserved for employees and members of the California Association of Highway Patrolmen (the Association). This field of membership served as the vehicle for the creation and design of our distinctive logo. The Credit Union's bylaws were presented and adopted on February 17, 1969.
For years, our headquarters (North Office) were located at 1408 5th Street in Sacramento, which we shared with the Association. In time, the office moved to 8th and L Street, which was also shared with the Association. During our first seven years, the Sacramento office served the entire membership across the state. In October 1977, the Credit Union purchased the land at 2843 Manlove Road in Sacramento and developed it to be the Corporate Headquarters. In 1995, a remodel to the building was completed and 3500 square feet was added. This remains the corporate headquarters.
In 1976, the Credit Union leased office space for its first branch office in Southern California (South Office) to serve the southern membership base. In the spring of 1982, spurred by demand and growth, the branch office was moved from West Covina to San Dimas. That space was quickly outgrown and the branch office was relocated again in the summer of 1987. In the spring of 1997, the need for additional space in Southern California spurred the remodel and move to the current site at 402 West Arrow Highway, Suite 7, in San Dimas.
Over time, the membership field expanded to include the employees (dispatchers, secretaries, janitors, etc,) of the Highway Patrol and their families. Later, the West Sacramento Police Officers and the Sacramento Firefighters Local 522 and their employees and family members were added. In 1990, the Credit Union volunteers and management decided it was time for the Credit Union to grow. In order to do that, the field of membership needed to expand to allow additional select employee groups (SEGs) to join.
Still keeping with the idea of serving public safety families around the state, in 1991 the field of membership was expanded to include the Peace Officers Research Association of California (PORAC), which serves many Police and Sheriff's associations throughout the State. PORAC currently serves over 58,000 members who, by virtue of their membership in PORAC, are eligible for membership at C.A.H.P. Credit Union. The Credit Union now also serves a number of organizations associated with public safety around the state. For a complete list of groups eligible to join the Credit Union click here.
Philosophy
While the Credit Union is a member-owned corporation, it operates according to many of the principles common to partnerships. All Credit Union staff members are strongly encouraged to communicate ideas and suggestions for the betterment of the delivery of our products and services: service to members, products offered, and procedures affecting each job position. Staff is encouraged to make suggestions that improve the Credit Union. Staff is also encouraged to take on responsibilities similar to those that go with ownership and the cooperative spirit of partnership.
As a financial service company, C.A.H.P. Credit Union's success resides first and foremost in the quality and commitment of its staff and the service they provide. The Credit Union's dedication to member service has, and always will be, its highest priority and the key to continued success. C.A.H.P. Credit Union is unique because we do not have any plans to serve the general public. Our members appreciate having a common bond with other members and CAHP Credit Union will always be “"The Quality Financial Service Choice for Public Safety Families."
Leadership
Decision-making has been centralized to a substantial degree to keep responsibility close to the Credit Union's members. The Credit Union operates with a Board of Directors elected by the membership. Generally, two Board Members are alternately elected on an annual basis. The Board of Directors consists of seven members who serve three-year terms in office. The terms are staggered so that the Board will never entirely turn over in any one year. Board terms are strictly volunteer positions. The Board serves because of their desire to see the Credit Union flourish and to serve the members. The Board hires the Chief Executive Officer (CEO) who is responsible for hiring the Management Team. Each department manager is responsible for hiring their staff members who, in turn, serve the members—our owners.
The Supervisory Committee is comprised of three more volunteers. The Supervisory Committees' duties are to oversee the functions of the Board of Directors and to perform the internal audit functions of the Credit Union. The Credit Union members also alternately elect one of these volunteers annually.
